Dell laptop power button still pulsates after shut down

Specific Model: Studio 1555
Problem: I shutdown my computer, using the correct shutdown button, and everything turns off except the power button pulsates as if it is in sleep.

Suggested causes and hypothesis:
- Hardware. This is one of the most probable causes. Dell have given me a laptop that has a chip missing/faulty, a jumper set wrongly on the motherboard etc. Any number of those things.
- BIOS. I think that the bios is either missing something or there is something buggy in the BIOS code. I've got the latest A06 BIOS installed but there are limited functions, especially power options, in the BIOS.
- Windows VISTA. This could be a problem but considering that it works on a lot of computer and laptops that I have worked on it probably would come down to a few drivers that need to be updated. Which brings me to my next suggested cause
- Dell Chipset drivers. A bug in any parts of the power management parts of the chipset drivers.
General Condition of laptop:
Very Good. It is fast to boot, the screen is crisp, fast to load things. There are no problems with any of the ports (I've checked) and everything is in a GOOD and working order except the POWER BUTTON PULSATES when off.
